In Central Florida's slab-on-grade homes, those reroutes run through the slab, which drives scope and budget more than finishes do.
Leesburg is one of the larger cities in Lake County, about 21 miles (roughly half an hour) northwest of CSL Construction's Minneola office along the US-27 / US-441 corridor. For homeowners planning a remodel, the most important local fact is jurisdiction: properties inside the city are permitted by the City of Leesburg's own Building Division, which runs online permitting and enforces the Florida Building Code 8th Edition (2023). Addresses just outside the line in unincorporated Lake County are permitted by the county instead, so confirming which authority applies is the first step.
Leesburg's housing is unusually varied. A historic downtown core holds 1920s Colonial Revival, 1940s Minimal Traditional, and 1950s ranch homes, while a large mid-century stock (citywide median build year near 1983) and a wave of 2000s-and-newer production homes fill out the rest. Much of that newer inventory is in gated, deed-restricted, often 55+ communities such as The Plantation at Leesburg, Legacy of Leesburg, Royal Highlands, Arlington Ridge, and Pennbrooke Fairways - where an HOA architectural review usually precedes any exterior work. Older intown and lakefront streets are typically unrestricted.
On code, Leesburg is inland and sits in central Florida's roughly 130 mph design-wind band; under the current Florida Building Code it is generally outside the wind-borne-debris region even though the city fronts the Harris Chain of Lakes. Lakefront and low-lying lots should still be checked against the FEMA flood map.
