A kitchen renovation usually comes down to layout — relocating or removing walls, rerouting plumbing and gas, and upgrading electrical for islands and modern appliances. In Central Florida's slab-on-grade homes, those reroutes run through the slab, which drives scope and budget more than finishes do.
Much of Montverde is deed-restricted, but a kitchen remodel is interior work — architectural review generally isn't triggered the way it is on exterior projects. Worth confirming your community's rules on work hours, parking, and dumpster placement, which do apply. Homes in Montverde are typically slab-on-grade, so moving a sink, adding an island, or rerouting a gas line runs through the slab — that drives scope and budget more than finish selections do. Where the work is in one of the older wood-frame homes in Montverde, expect original supply and drain lines, undersized panels, and framing that isn't where the drawings say — we budget for that discovery rather than pretending it won't happen.
Montverde is a town of roughly 1,700 residents on about 1.88 square miles along the southwest shore of Lake Apopka in Lake County, sitting at 110-115 feet on some of the highest ground in peninsular Florida. It incorporated in 1925 and still centers on Montverde Academy, the prep school that opened in 1912. Unlike many towns this size, Montverde has not handed permitting to the county — it operates its own Building/Permitting Department out of Town Hall at 17404 Sixth Street (407-469-2681), taking applications and inspection requests through its CitizenServe portal. The critical caveat is that a Montverde mailing address is not the same thing as being inside the town limits. The 34756 ZIP covers a good deal of unincorporated Lake County, and the evidence points to Bella Collina — the roughly 1,915-acre gated community whose land-use amendment Lake County processed and described as contiguous to Montverde's southern city limits — sitting outside the boundary. For those parcels, Lake County Building Services is the permitting authority. We confirm which one applies by parcel before scoping.
The housing stock is really three stocks. A small early-1900s core of wood-frame homes surrounds the Academy and the old village grid. A larger wave of 1980s-through-2000s construction produced the acreage and lakefront neighborhoods — Trails of Montverde, an equestrian community platted in 1987 with riding trails and a community arena, and Harbar Oaks, a compact enclave of about 27 homes on Lake Florence built between roughly 1986 and 2017. Then came the luxury and production wave: Bella Collina from 2004 onward, and Willow Ridge delivering hilltop homes from about 2023 to 2026. HOA reality tracks that split. Bella Collina, Willow Ridge, and Trails of Montverde all have associations, and the gated communities enforce architectural review, so anything that changes the exterior — roof material and color, windows, stucco, driveways, pool enclosures, additions — usually needs ARC approval alongside the building permit. Homes in the village core and many standalone acreage parcels are unrestricted. Covenants should be checked per address, not per neighborhood name.
Permitted work is designed to the Florida Building Code, 8th Edition (2023), which references ASCE 7-22. Lake County is inland, and the Risk Category II ultimate design wind speed for a Montverde address generally falls in the 120-130 mph range — the exact figure comes from the ASCE 7 Hazard Tool for the specific parcel, not from a county-wide assumption. What changed with the 8th Edition is the wind-borne-debris region: ASCE 7-22 pulled in inland areas near large, long-fetch lakes including Lake Apopka, which caught some Central Florida homeowners off guard. Parcels near the shoreline can now require impact-rated glazing or approved shutters where earlier code editions did not. Elevation works in the town's favor on flooding — most of Montverde sits well above the FEMA special flood hazard areas — but low parcels near Lake Apopka and the interior lakes should be verified against the current Lake County flood map before design. Construction is overwhelmingly slab-on-grade, concrete block and stucco in the newer neighborhoods and wood frame in the older core, and the humidity and storm season make correct exhaust ventilation, sealed ductwork, flashing, and site drainage worth more than the code minimum.
