A whole-home scope in The Villages usually reaches the exterior — roof, paint, windows, screen enclosures, or added square footage — so architectural-review approval runs in parallel with the Sumter County Building Services permit, on its own timeline. We sequence both so neither stalls the other. Most of the housing stock is slab-on-grade concrete block, which shapes what opens up cheaply: enlarging an exterior opening is a structural exercise, not a framing change, and any plumbing move means slab work.

Homes & neighborhoods

The Villages is the largest 55+ master-planned community in the country, and the first thing to understand before remodeling here is that it is not a city. It is a census-designated place spanning three counties — Sumter, Lake, and Marion — governed through a network of Community Development Districts under Chapter 190, Florida Statutes. That means there is no Villages building department. Your residential building permit is issued by whichever jurisdiction your parcel actually falls in: Sumter County Building Services for the majority of homes, with Lake County or the Town of Lady Lake covering the older northern villages, Marion County covering the Woodbury and Chatham group, and the Cities of Wildwood and Leesburg picking up villages inside their limits. Sumter County's building office is located right in the community at the Villages Sumter County Service Center on Powell Road in Wildwood, which handles the largest share of the work. Florida law gives a 30-business-day default review window for a complete application, but the clock resets on every correction request, so a complete first submittal is the fastest route.

Permits, jurisdiction & HOAs

Housing here reads like a timeline. The community started as Orange Blossom Gardens, a 1970s manufactured-home park in Lady Lake, expanded across US 27/441 into Sumter County starting in 1988, and has been building steadily southward ever since — through the CR 466 and CR 466A corridors in the 1990s and 2000s, past SR 44 into Fenney and the newer southern districts after the 2017 land acquisition. Villages like Duval, Tamarind Grove, Hillsborough, and Fenney each sit at a different point on that gradient, and the practical difference for a remodel is large: north-end homes may need panel, supply-line, or framing work that a Fenney home never will. Product types are consistent — patio villas, courtyard villas, cottage and ranch, designer, and premier homes, mostly single-story slab-on-grade block-and-stucco, though older designer models and Cabana-style patio villas can be frame. What is universal is the deed restrictions. Every district operates under recorded covenants enforced by Community Standards, and any exterior-affecting change requires an approved Architectural Review Committee application before work starts: lanai enclosures, additions, repainting, driveway coloring, patios, pools, pergolas, fencing, even tree removal and landscaping. ARC approval is not a permit and a permit is not ARC approval — plan for both.

Florida climate & code

On the technical side, work falls under the Florida Building Code, 8th Edition (2023), referencing ASCE 7-22 for wind. Sumter County publishes a 135 MPH design wind speed criterion, and because the community sits far inland, the wind-borne-debris provisions that drive impact glazing on the coast generally do not reach here — impact windows are an owner upgrade, not a mandate, though that should be verified per address. Flood is the detail that catches people out: portions of The Villages have been removed from the FEMA Special Flood Hazard Area by Letter of Map Revision and portions have not, and where a lot remains in the zone, Sumter County wants the home's existing Elevation Certificate for work like enclosing a lanai or adding mini-splits — and a new one if you pour slab and add square footage. Combine that with slab-on-grade block construction and Central Florida humidity, and the details that decide whether a remodel lasts are drainage, vapor control, correctly sized mechanical when conditioned space grows, and properly blocked walls when grab bars and roll-in showers go in. In a community built around aging in place, those are the upgrades most people are actually buying.
